I'm editing a PrC that I think has an ability that's a little over powered and my DMG is AWOL

Can someone tell me Regdar's AC at level 20 so I have something to compare it to?

Assuming you mean the generic 20th lvl Fighter entry from the DMG, it's 34.

And well it should be. The Generic Class Tables are built using the NPC Wealth calculations and will be significantly lower than what a PC is capable of attaining. At best, it should indicate whether or not a PC sucks in comparison.

So a special ability that gives a lv 20 PC an absolute minimum AC of 30 while in the bollocky-buff is a little much - even if they can't use armor?

all depends if it stacks with other stuff or not!

And duration, activation type, how many times a day, etc. A lot more context is needed to judge it.

Honestly, if it sets your AC to 30 and doesn't stack with anything, it kinda sucks at level 20. The only use I could see for it is that if a PC is willing to make do with only AC 30 (which is suicide for anything that is going to get attacked regularly at level 20), then they can save a lot in equipment costs and invest that gold in something else.

If it's 4E, you don't need a prestige class or special ability. (I'm guessing.)

A good 3E question is this: does the character have a better AC than a monk (or duelist) of the same level? Does the PC have more special abilities than a monk (or duelist) of the same level?

If they are unconscious, asleep, etc... do they still have AC 30? Are they trying to impact coup de grace, etc...?

It's ok, I pointed this out the the writer and he squeaked and revised it. It's now a lot more reasonable
