In the game ZooKeeper in the arcade, what is the story? Its in Korean or Japanese but each time you get a row of animals the horrified look on their faces is somewhat strange. Further, when you lose there is some guy screaming at you? Are you sending the zoo animals away for slaughter or something?

The game is Japanese. You are the grounds keeper in charge of cleaning up the zoo. Look carefully at the animals faces. At the top of the screen there are a set of animal faces. You have to fill the quota in order to go to the next level. When you fill an anmials qouta they change from having frowns to smiles.
