And the answer is: Otto, a miniature dachshund that belonged to Margaret Hamilton, who played the Wicked Witch of the West. The producers of the movie decided that they didn't want to have a dog that had German ties (remember, this was 1939) so they decided to go with the Norwich Terrier (a dog with British roots) named Terry, who we all now know as Toto.

I looked this up yesterday and found an unreleased pic. They had shot the scene of Dorothy singing "Over the Rainbow" with Otto but re-shot it later with Toto.
