Okay background is as follows.

Time: Some time between Episode I and II.

Representatives of the Jedi Council (the Players) are sent to Agamar (http://starwars.wikia.com/wiki/Agamar)(an agriworld) to sort out a dispute (at the request of the Supreme Chancellor). The Senate has introduced laws to demilitarise the Trade Federation and two Trade Federation ships have been impounded sortly after jumping into the system.

They were there to pick up the harvest from the planet to distribute to the rest of the sector. The Republican commander there (sort of like the head of the a space coast guard) won't let anyone on the ships until the weapons and battle droids and fighters on board have been decommissioned. Meanwhile food is starting to rot in warehouses and the Trade Federation captain is refusing to purchase damaged foodstuffs.

The players arrive into a difficult diplomatic situation and are seen by the locals as enforcers of a foolish Republican law that is costing them their livelihoods (see what Palpatine has done there).

Any how the players go into the council chamber to meet with the various factions and try and iron out a compromise. They are in a tricky situation as they don't really have the power to authorise anything like aid payments, releasing the Trade Federation ships or the like.

In SAGA you can improve NPCs reactions only one step per encounter, so I figure the council could hold a morning and afternoon session on each day, and they could get a chance to change their reactions a step after each session, and once they have enough people friendly or helpful some compromise (which will allow the food to be transported to the refrigerated storage areas on the ship) will be sorted out.

Currently the factions are...

Tyreca Bremack (http://starwars.wikia.com/wiki/Tyreca_Bremack) (Human Female)
Republican Senator
“I’m so glad you are here, perhaps you can talk some sense into these people. It’s not there fault really, I tried to warn the Senate this law was ill advised.”

Najjar Not (Nikto Male)
Workers Union
“We’ve done the work we should be paid. We aren’t letting that cargo go off planet until we see some money.”

Kay Daniels (Human Female)
Landowners
“We can’t wait for the Senate to debate this in committee. All the while we sit here talking our crops are rotting in warehouses. We should be shipping this cargo now.”

Lt. Commander Tray
(Human Male)
Local Republican Security Chief
“If I’ve told them once I’ve told them a thousand times. No civilians are stepping on that ship until it has been made safe. These civilians don’t seem to appreciate it is a military matter.”

Jazir (Sullustan Male)
Handler’s Union
“He thinks we is pirates. Handler is a respectable trade. I’d like to see him try and operate a 10 tonne repulsor crane.”

Rune Tilldo (Neimoidian Male)
Trade Federation Captain
“We want to help, but we cannot. Our ships are impounded by the Senate, and our finances are in the hands of the courts. This matter is not our fault, but we will do what we can to resolve it.”

Agamar will eventually join the Confederation of Independent Systems (IE: Count Dooku) and while the Separatist Faction hasn't come out in the open yet, it is already sounding out possible allies like Agamar. There is a cell on Agamar that intends to steal the two Trade Federation ships, and hopefully destory the Republican orbital facility at the same time.

So you have the political groups above and a Separatist Cell all on Agamar.

Eventually a resolution will come about where some or all food will get transported to the Trade Federation ships and this is when the Separatist Cell with strike (sneaking on-board as part of the work force) activating the droids and fighters on one of the ships. The player who end up on the ship overseeing events will then have to retake the bridge. Big fight like in the opening of Episode I.

I'm looking for things to do with the party between Council Sessions (mainly in the evenings) while on Agamar in order to break it up the politics. Any other ideas would be appreciated.

That's it I'm thinking I need some action before the big battle on the Trade Federation ship, but I'm not sure how to work it in, perhaps a riot or something?

Got a few for you, here goes....

]A hit on them during a riot, or at least a staged riot.
They catch thieves stealing the food while on an inspection
They catch someone sabotauging the food while inspecting
They get in the middle of a hit on another deligation
Mistaken indentity (someone tries to kill on of the PCs)
Random street crime
Seriel killer targets one of the PCs whose his or her "type"

I like the first four ideas, certainly one or two of them would work well. I want to try and keep things related to the main plot, I don't want too many "laps of the pod race" detracting from the Rise of the Empire storyline.

An attack during a staged riot would help foreshadow the Separatist strike later in the story, and also show just how unpopular the Senate and it's Jedi lapdogs are seen in the Outer Rim.

Sup-plots can both work for as well as against you take 5-7

The >random PC< is mistakened for a wanted person by a bounty hunter/ jilted lovers family or political enity (not in the negotions). The PC researches that person (helps if the Player is getting bored by the political goings on) and finds out that he is known by a minor functionary at the warehouse (or other key location) and uses the resemblience as an in.

The PCs save a non person from a street crime and s/he later helps the escape from being arrested (shows them an escape route)

The party captures or kill the SK and looked at with respect (1 grade up in reaction) by local LEOs

hmmm....

The trade federation could be saying "our ships have weapons yes, but only to defend ourselves against pirates" , while Lt. Commander Tray claims they are definitely armed as warships.

Acertaining if this is true or not could be an adventure in itself.

There could also be a group of people trying to make the jedi look bad - in fact, I think that Darth Sidious would like this very much. If the PCs can be manipulated into doing something heavy handed to make them look bad...

One comment: most trade food (ie grain) is not very perishable - but there could be shortages on other planet. The fact it's rotting could be an indication of sabotage.
