I am reading a book on Gladiators and was thinking about to to handle combat. The more I thought about it the more enamored I became with the idea of a Battletech type system for people. Is such a thing published?

Not very familiar with Battletech... Is what BBB mentioned the kind of stuff you're looking for?
Assuming you're talking about an rpg system, maybe Harnmaster? Probably not exactly what you're thinking of, but could be close.

Different hits go different places and different weapons cause different damages. So you can throw a ton of damage at an armored spot or at an unarmored spot or take it in the armor or the ass.

Well, Harn does that. Different armor prevents different types of damage (and weapons obviously make different types of damage), you have hit locations and a handful of maneuvers you choose from.
It *might* be a bit more complicated than what you're looking for, but I think it meets the requirements.

older versions of runequest/BRP have hit location charts. dunno about Mongoose RQ.
the rolemaster arms/claw law has tons of charts with hit locations and degress of severity.

RuneQuest's older versions would do that for you pretty well in fact.
