At my library, we see this in action every day. Kids who use the library's computers do so because their families can't afford computers of their own. These kids exhibit many of the behaviors this article ascribes to generational poverty:

They're too loud.
They laugh when disciplined.
Conflict is resolved physically.
They don't appear to comprehend that their actions have consequences.

Of course, hitting someone in the library actually does have a consequence, as does calling a library staff member a fucking cunt, which is why at this time over 20 kids (who are all too young to drive) are on one year suspensions.
